Job Purpose

The Department of Environmental Affairs and Development Planning, Western Cape Government, has an opportunity for a suitably qualified and competent person to ensure the rendering of Information, Communication and Technology (ICT), human capital, corporate assurance, legal and communication support services. This post is based in Cape Town, CBD.

Minimum Requirements

An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); a minimum of 3 years middle management level working experience; a valid (Code B or higher) driving licence.

Key Performance Areas

Monitor, assess and report on the service delivery of the Corporate Service Centre (CSC) to the Department in terms of the Corporate Service Centre (CSC) service level agreement; Facilitate the periodic internal review of the Corporate Services Center-service level agreement to ensure that the Department’s service delivery requirements are met; Coordinate departmental operational service delivery obligations as required by the CSC service level agreement, people management, and financial management.


Competencies

Knowledge of the following: Business and organisational structure of the department; Departmental operational management systems and procedures; Corporate governance requirements, with particular reference to prescribed plans and committees; The provincial policies, service level agreement and service schedules in terms of which the working relationship with the Corporate Service Centre (CSC) is managed. The business of the CSC; Occupational health and safety legislation; Human rights issues pertinent to the Department; Human resources management systems are at a supervisory level. Skills needed: Communication (Written and verbal); Planning and organising; Basic research; Computer literacy; problem-solving; Conceptual, interpretative and formulation; analytical; networking; basic statistical and numerical. Ability to work under pressure; Meet deadlines, managerial skills and project management.

Remuneration

All-inclusive salary package of R 932 292 - R 1 098 195 per annum (Salary level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
