External hire is mostly above board, however internal promotions are rarely so, expect white colleagues to advance faster. However the hiring process seems quite well thought through - there is always a set number of black employees that move up fast, through dedicated fast-track programs which keep the demographic numbers within the minimum requirement set by government, e.g. graduates have very little say but in the demographics they are presented as Junior management which increases the number of black managers for the company on paper.
